THE GIP EFFECT: HOW HOPE AND OPPORTUNITY BUILT ONE QUEZONIAN'S FUTURE

At just 24 years old, Hazel Bringuela from Brgy. Ibabang Dupay, Lucena City, Quezon is already a living testament to how opportunity, guidance, and perseverance can change a life. In 2024, she became a beneficiary of the Government Internship Program (GIP) under the Department of Labor and Employment (DOLE), a turning point that would pave the way for her meaningful career in public service.

A Public Administration graduate from Dalubhasaan ng Lungsod ng Lucena in 2023, Hazel initially walked the familiar road of many fresh graduates—attending job fairs with friends, clutching multiple copies of her résumé, filled with both nervousness and hope. Yet, in the middle of her search, a professor encouraged her to consider GIP. Trusting the advice, she submitted her application at the Public Employment Service Office (PESO) of Lucena City and prayed for a chance. Days later, her prayers were answered.

Soon, Hazel found herself deployed at the City Social Welfare and Development Office (CSWDO). There, she witnessed firsthand the profound responsibilities of public servants who dedicate their days to helping others. She not only honed her skills but also learned a vital lesson: empathy must always be balanced with discernment, especially when listening to the stories of clients who sought help.

“Being part of GIP was more than just a job—it was a training ground for the heart. It taught me resilience, compassion, and the true essence of public service,” Hazel shared with pride.

In January 2025, her journey came full circle when she was officially hired as an Administrative Aide I at CSWDO, the very office that nurtured her growth. Today, Hazel walks into work every morning with a smile on her face and a renewed sense of purpose, carrying with her the lessons and inspiration she gained from the program.

Hazel’s story is not just her own—it is the story of countless young Filipinos whose dreams are given wings through DOLE Quezon’s Government Internship Program. It is a reminder that with the right opportunities, the youth can rise, serve, and transform communities.

EPEKTO NG GIP: PAANO BINUO NG PAG-ASA AT PAGKAKATAON ANG KINABUKASAN NG ISANG QUEZONIAN

Sa murang edad na 24, si Hazel Bringuela mula sa Brgy. Ibabang Dupay, Lungsod ng Lucena, Quezon ay isang buhay na patunay kung paanong ang pagkakataon, paggabay, at tiyaga ay kayang baguhin ang isang buhay. Noong 2024, siya ay naging benepisyaryo ng Government Internship Program (GIP) ng Department of Labor and Employment (DOLE)—isang yugto na nagbukas ng daan tungo sa makabuluhang karera sa paglilingkod-bayan.

Bilang nagtapos ng Public Administration sa Dalubhasaan ng Lungsod ng Lucena noong 2023, tinahak ni Hazel ang pamilyar na landas ng maraming bagong gradweyt—dumalo sa job fairs kasama ang mga kaibigan, tangan ang makakapal na kumpol ng résumé, puno ng kaba ngunit baon ang pag-asa. Ngunit sa gitna ng kanyang paghahanap, pinayuhan siya ng isa sa kanyang mga propesor na subukan ang GIP. Buo ang tiwala, nagsumite siya ng aplikasyon sa Public Employment Service Office (PESO) ng Lungsod ng Lucena at taimtim na nagdasal na siya’y matanggap. Makalipas ang ilang araw, natupad ang kanyang panalangin.

Ipinadala siya sa City Social Welfare and Development Office (CSWDO) kung saan nasaksihan niya ang totoong bigat ng responsibilidad ng mga lingkod-bayan na buong puso ang paglilingkod sa kapwa. Dito, hindi lamang siya nahubog sa kasanayan kundi natutunan din ang isang napakahalagang aral: na sa pakikitungo sa mga kliyente, kailangang hindi basta padadala sa damdamin, kundi maging makatarungan at matalino sa pagpapasya.

“Ang pagiging bahagi ng GIP ay higit pa sa trabaho—ito’y naging paaralan ng puso. Tinuruan ako nito ng tibay, malasakit, at ang tunay na diwa ng paglilingkod-bayan,” pagbabahagi ni Hazel nang may pagmamalaki.

Noong Enero 2025, nagbunga ang lahat ng kanyang pagsisikap nang siya’y opisyal na matanggap bilang Administrative Aide I sa CSWDO—ang parehong tanggapan na naglinang sa kanyang pag-unlad. Hanggang ngayon, pumapasok si Hazel araw-araw na may ngiti sa labi at sigla sa puso, tangan ang mga aral at inspirasyong natamo mula sa programa.

Ang kwento ni Hazel ay hindi kanya lamang—ito’y kwento ng napakaraming kabataang Pilipino na binibigyan ng bagwis ng DOLE Quezon sa pamamagitan ng Government Internship Program. Isang paalala na sa tamang oportunidad, ang kabataan ay maaaring bumangon, maglingkod, at magbago ng komunidad.

Sapagkat sa huli, ang GIP ay higit pa sa isang tuntungan. Patunay ito na kapag nagbukas ng pintuan ang pamahalaan, hindi lamang trabaho ang iniaalok—kundi mga kinabukasan.
