‘HINDI KAMI NAKAKALIMUTAN’: 2,015 BENEFICIARIES RECEIVE THE COMMUNITY EMBRACE OF DOLE CALABARZON'S TUPAD

Prior to the rollout, beneficiaries participated in an orientation detailing the program’s processes, responsibilities, and benefits, ensuring that each participant was adequately informed and prepared for their community service assignment.

The Department of Labor and Employment Regional Office No. IV-A (DOLE CALABARZON) through its Quezon Provincial Office (DOLE QPO) officially rolled out the ongoing TUPAD Program for 2,015 beneficiaries from the municipalities of Tiaong, Candelaria, Sariaya, Pagbilao, and the City of Lucena from November 29 to December 10, 2025 providing short-term employment paying P600 per day as part of the whole-of-nation approach under Bagong Pilipinas aimed at supporting families affected by the PNR South Long Haul Project through coordinated efforts of national and local government partners.

What began as a national priority has now become a deeply local story of resilience—one lived out in barangay halls, community spaces, and family dining tables. Under the Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD) Program, those impacted by the railway development are offered more than temporary employment. They are offered stability, dignity, and a chance to rebuild with courage.

This effort is made possible through the partnership of DOLE, the Presidential Commission for the Urban Poor (PCUP), the Department of Transportation Project Management Office (DOTr PMO), and the local governments of Tiaong, Candelaria, Sariaya, Lucena, and Pagbilao—together with barangays and community associations that played vital roles in mobilizing and coordinating the initiative.

Before the program commenced, beneficiaries attended an orientation that clearly outlined the processes, duties, and benefits they would receive. This step ensured that each participating individual felt informed, prepared, and supported as they embarked on their community service.

One beneficiary from Pagbilao shared a deeply moving message: “Sa dami ng pinagdadaanan namin dahil sa proyekto, hindi ko akalain na may ganitong tulong na darating. Hindi lang ito pang-araw-araw na kita—parang pagyakap na nagsasabing hindi kami nakakalimutan.”

DOLE CALABARZON Regional Director Atty. Erwin N. Aquino highlighted the value of the program, saying, “TUPAD is a reminder that development must be inclusive and humane. We cannot build progress on the sacrifices of our people unless we also build alongside them—protecting their welfare, restoring their livelihood, and strengthening their hope.”

As the 10-day work moves forward, the spirit of Bagong Pilipinas is felt in every shared task, every completed project, and every home that breathes a little easier. For the 2,015 individuals working across five localities, this program is not just a stopgap—it is a rekindled promise that in times of transition, the nation stands with them.

And as the TUPAD journey continues, one truth glows brighter than ever: when communities move together with compassion, hope is not only restored—it is multiplied.

2,015 BENEPISYARYO, NIYAKAP NG PROGRAMANG TUPAD NG DOLE CALABARZON

Ang Department of Labor and Employment Regional Office No. IV-A (DOLE CALABARZON), sa pamamagitan ng Quezon Provincial Office (DOLE QPO), ay opisyal nang nagpapatupad ng TUPAD Program para sa 2,015 benepisyaryo mula sa mga bayan ng Tiaong, Candelaria, Sariaya, Pagbilao, at Lungsod ng Lucena mula Nobyembre 29 hanggang Disyembre 10, 2025. Nagbibigay ito ng pansamantalang hanapbuhay na may kabayarang P600 kada araw bilang bahagi ng whole-of-nation approach ng Bagong Pilipinas, na naglalayong suportahan ang mga pamilyang naapektuhan ng PNR South Long Haul Project sa pamamagitan ng magkatuwang na pagsisikap ng pambansa at lokal na mga katuwang sa pamahalaan.

Ang dating pambansang prayoridad ay naging isang lokal at makataong kuwento ng katatagan—isinapamuhay sa mga barangay hall, mga espasyong pangkomunidad, at mismong hapag-kainan ng bawat pamilya. Sa ilalim ng Tulong Panghanapbuhay sa Ating Disadvantaged/Displaced Workers (TUPAD), higit pa sa pansamantalang trabaho ang naibibigay. Ito ay katatagan, dignidad, at pagkakataong makapagsimulang muli nang may tapang.

Naging posible ito sa pamamagitan ng pakikipag-ugnayan ng DOLE, Presidential Commission for the Urban Poor (PCUP), Department of Transportation Project Management Office (DOTr PMO), at mga lokal na pamahalaan ng Tiaong, Candelaria, Sariaya, Lucena, at Pagbilao—kasama ang mga barangay at Community Associations na naging susi sa maayos na koordinasyon ng programa.

Bago magsimula ang implementasyon, isinagawa ang isang oryentasyon upang malinaw na maipaliwanag ang proseso, benepisyo, at responsibilidad ng bawat benepisyaryo. Ito ang nagsiguro na ang bawat kalahok ay may sapat na kaalaman at paghahanda sa pagsisimula ng kanilang serbisyo sa komunidad.

Isang benepisyaryo mula Pagbilao ang nagbahagi ng taos-pusong mensahe: “Sa dami ng pinagdaanan namin dahil sa proyekto, hindi ko akalaing darating ang ganitong tulong. Hindi lang ito pang-araw-araw na kita—parang pagyakap na nagpapatunay na hindi kami nalilimutan.”

Binigyang-diin naman ni DOLE CALABARZON Regional Director Atty. Erwin N. Aquino ang kahalagahan ng programa: “Paalala ang TUPAD na ang pag-unlad ay dapat inklusibo at makatao. Hindi tayo maaaring magtayo ng progreso sa sakripisyo ng ating mga mamamayan nang hindi sila sinasamahan—pinangangalagaan ang kanilang kapakanan, ibinabalik ang kanilang kabuhayan, at pinatitibay ang kanilang pag-asa.”

Habang nagpapatuloy ang 10-araw na pagtatrabaho, dama sa bawat gawain, bawat natapos na proyekto, at bawat pamilyang mas magaan ang paghinga ang diwa ng Bagong Pilipinas. Para sa 2,015 manggagawang nagseserbisyo sa limang lokalidad, ang programang ito ay hindi lamang pansamantalang tulong—ito ay muling pagliyab ng pangako na sa gitna ng pagbabago, hindi sila nag-iisa.

At habang nagpapatuloy ang paglalakbay ng TUPAD, isang katotohanang lalo pang nagniningning: kapag ang komunidad ay kumikilos nang may malasakit, ang pag-asa ay hindi lamang naibabalik—ito ay pinararami.
