On March 3, 2026, five construction workers from Tayabas City, Quezon, sought the assistance of the Department of Labor and Employment – Quezon Provincial Office (DOLE-QPO) after alleging non-payment of monetary claims against their former employer, a local construction firm.

 

What began as a formal Request for Assistance (RFA) evolved into a conciliation–mediation process under Department Order No. 249, Series of 2025, or the Revised Rules on the Single-Entry Approach (SEnA). The conferences, first facilitated by Single-Entry Assistance Desk Officer (SEADO) Ms. Jelly Ann Avila and later presided over by Supervising Labor and Employment Officer Mr. Franz Raymond J. Aquino at the DOLE Quezon Provincial Office, culminated on March 3, 2026, in a voluntary settlement—demonstrating how structured dialogue, grounded in fairness and empathy, can restore both livelihood and dignity.

 

Inside the modest conference room of DOLE-QPO, the air carried not tension, but cautious hope. The five workers, whose identities remain confidential for their protection, claimed unpaid monetary benefits, allegedly covering three years of service. One worker further alleged that being told to “magpahinga” amounted to an illegal dismissal. The employer refuted the claim, clarifying that the instruction was meant only to defuse a workplace altercation and did not constitute termination.

 

Rather than escalating into adversarial litigation, the SEnA mechanism created space for verification, clarification, and dialogue. The SEADO formally explained the non-adversarial and expeditious nature of the process, verified the authority of both parties, and guided them through transparent discussions on computation and liability.

 

In the end, after careful deliberation, the workers accepted ₱70,000.00 as full and final settlement. A Waiver, Release, and Quitclaim was executed, closing the RFA and removing it from the roster of active cases.

 

“Malaking tulong po ito sa amin,” one worker shared. “Hindi man lahat ng inaasahan namin, pero napakinggan kami at nabigyan ng pagkakataon na maayos ang usapan.” Another added, “Salamat sa DOLE Quezon sa pag-gabay. Hindi kami pinabayaan.”

 

The settlement amount, while finite, represents something larger: restored agency, acknowledged grievances, and a reaffirmation that public institutions can act swiftly and compassionately. Through SEnA, DOLE Quezon did not merely resolve a dispute—it protected livelihoods, preserved working relationships, and reinforced the principle that justice need not be combative to be meaningful.

 

In a world where labor conflicts can fracture futures, DOLE Quezon proved that sometimes, the strongest structures are not built of steel or concrete—but of dialogue, dignity, and the quiet courage to meet across the table and begin again.

Noong ika-3 ng Marso 2026, limang manggagawang konstruksyon mula sa Lungsod ng Tayabas, Quezon ang lumapit sa Department of Labor and Employment – Quezon Provincial Office (DOLE-QPO) matapos umano silang hindi mabayaran ng kanilang mga monetary claim ng dati nilang pinagtatrabahuhang lokal na construction firm.

 

Ang inihain nilang pormal na Request for Assistance (RFA) ay sumailalim sa proseso ng conciliation–mediation alinsunod sa Department Order No. 249, Series of 2025, o ang Revised Rules on the Single-Entry Approach (SEnA). Ang mga pagpupulong, na unang pinangasiwaan ni Single-Entry Assistance Desk Officer (SEADO) Ms. Jelly Ann Avila at kalaunan ay pinamunuan ni Supervising Labor and Employment Officer Mr. Franz Raymond J. Aquino sa tanggapan ng DOLE Quezon, ay nagtapos noong ika-3 ng Marso 2026 sa isang boluntaryong kasunduan—patunay na ang maayos at makatarungang pag-uusap ay kayang magpanumbalik hindi lamang ng kabuhayan kundi pati ng dangal.

 

Sa loob ng payak na conference room ng DOLE-QPO, hindi tensyon kundi maingat na pag-asa ang namayani. Ang limang manggagawa, na hindi pinangalanan upang mapangalagaan ang kanilang seguridad, ay naghayag ng hindi umano nabayarang benepisyo na sumasaklaw sa tatlong taon ng kanilang serbisyo. Isa sa kanila ang nagsabing ang utos na “magpahinga” ay itinuring niyang iligal na pagtanggal sa trabaho. Mariing itinanggi ito ng panig ng employer, at nilinaw na ang naturang pahayag ay pansamantalang hakbang lamang upang maiwasan ang lumalalang alitan sa lugar ng trabaho at hindi nangangahulugang pagtatanggal.

 

Sa halip na mauwi sa masalimuot at matagal na paglilitis, nagbigay ang mekanismo ng SEnA ng espasyo para sa beripikasyon, paglilinaw, at bukas na diyalogo. Ipinaliwanag ng SEADO ang hindi-adbersaryal at mabilis na katangian ng proseso, tiniyak ang awtoridad ng mga partido, at ginabayan ang talakayan hinggil sa komputasyon at pananagutan sa isang malinaw at makatarungang paraan.

 

Sa huli, matapos ang masusing pag-uusap, tinanggap ng mga manggagawa ang halagang ₱70,000.00 bilang ganap at pinal na kabayaran. Nilagdaan ang isang Waiver, Release, and Quitclaim, at pormal na isinara ang RFA, na inalis na sa talaan ng mga aktibong kaso ng tanggapan.

Bagama’t may hangganan ang halagang napagkasunduan, higit pa rito ang naibalik—ang tiwala sa proseso, ang pagkilala sa hinaing, at ang paninindigang ang pamahalaan ay maaaring kumilos nang mabilis at may malasakit. Sa pamamagitan ng SEnA, hindi lamang alitan ang naresolba ng DOLE Quezon; napangalagaan ang kabuhayan, napanatili ang respeto sa pagitan ng mga panig, at napatibay ang paniniwalang ang tunay na hustisya ay maaaring makamit sa mahinahong pag-uusap.

 

Sa mundong madaling mabiyak ng sigalot ang kinabukasan, pinatunayan ng DOLE Quezon na ang pinakamatibay na pundasyon ay hindi laging yari sa bakal o semento—kundi sa diyalogo, dignidad, at lakas-loob na muling magharap at magsimula.
